Miley Cyrus' body is her canvas. The singer and actress, 19, has been spotted with fresh ink on her body. Her newest tattoo is on her left forearm and is a phrase from former U.S. President Theodore Roosevelt. The quote reads, "So that this place shall never be with those cold and timid souls who knew neither victory nor defeat." The phrase is taken from a speech that Roosevelt delivered at the Sorbonne in Paris, France on April 23rd, 1910.

The full speech reads, "It is not the critic who counts: not the man who points out how the strong man stumbles or where the doer of deeds could have done better. The credit belongs to the man who is actually in the arena, whose face is marred by dust and sweat and blood, who strives valiantly, who errs and comes up short again and again, because there is no effort without error or shortcoming, but who knows the great enthusiasms, the great devotions, who spends himself for a worthy cause; who, at the best, knows, in the end, the triumph of high achievement, and who, at the worst, if he fails, at least he fails while daring greatly, so that his place shall never be with those cold and timid sould who knew neighter victory nor defeat."

This is tattoo no. 8 for Miley. She already has the words Just Breathe one the left side of her chest; an outline of a heart on her pinky finger (right hand); a cross on the inside of her ring finger (right hand); Love on the inside of her ear; a dream catcher on the right side of her ribcage; an anchor; and the Equal symbol in support of gay rights.
